    I would think that the $ lost would be meaningful in determining restitution which is usually part of the sentencing process.

    To be fair to ALL parties (perpetrators and victims) an appraisal would be an appropriate measure. Much like in a divorce, usually both parties get appraisals and they are evaluated in court.
