Manufactured Home- Oregon Installer Cert.

    Hello~

    I thought it was required that all manuafactured homes in Oregon had to have an Oregon Installer Cert. which is usally found outside next to the HUD tags. I've called Clackamas County and nobody seems to know what I am taking about, which I found odd because most MFH I do have this tag. This particualy MFH was place on the proeprty in 1989 and was attached to a stick built structure. Per owner, all permits were obtained, unfortunately Clackamas County does not seem to have too much about the proeprty. The appraisal is for personal use by the owner for future listing purposes. I wanted to give her concrete answers but after about and hour of being passed off by county planners and permit specialist, I am afraid all I can do is make a bunch of extraordinary assumptions on the property. I have read the code regarding MFH in the county compliance code but it does not particularly name the Ore. Inst. Cert. Anybody know if it is required in order to sell/finance?? Thanks.

    The installer certificate is not required to sell or refinance as far as I am aware. It is perfectly acceptable for a homeowner to install a MH themselves as long as the work meets all applicable building permits at the time of installation.
    I have personally rented the bulldozer and backhoe, prepared the site, dug the undergrounds, footings, subcontracted the well and septic, and had the MH delivered. I then set and leveled it, finished all the utility connections, skirting, electrical service, decks, etc. all on the same building permit. Thus, no installer certificate. And no problems when I sold that property.

    Well that's good to know. I was told long ago that Clackamas County required it and now when I called them again, the permit specialist did not know what I was talking about. I used to do alot of them, and all the ones I have done (except the really old ones) have the Cert on the side.

    If there isn't a certificate, all you can do is report the facts to your client.
    There could be many reasons as outlined above, or the tag was just removed for some reason. If Clackamas county has it(MH+land) on the tax rolls, that is a pretty good indication that it was sited with a building permit, even if they don't have records going back that far. But I would never let a lender force me into a statement saying that it was installed correctly. If they want that information they should hire an engineer.
