Wood skirting, earth to wood contact

    FHA appraisal of a Manufactured Home. Wood skirting is typical & market accepted.
    I must require:
    1. Remove all earth to wood contact, install an FHA approved skirting (metal or concrete),
    or
    2. Install a concrete block footing under skirting,
    or
    3. An acceptable Pest & Dry Rot Report,
    or
    4. ???

    4. Inspection to verify that that skirting material on the grade of the supporting ground is treated wood.

    See the protocol for the skirting field in the revised Appendix D.

    Require a pest inspection if it is customary in your location and a foundation inspection and seal by a professional engineer.

    Instead of being specific (unless you are a registered engineer in your state) complete the report subject to repairs or alterations----then the repair or alterations would be "The foundation system to be in compliance with the Permanent Foundation Guide for Manufactured Housing and verified by a registered engineer." I then becomes the underwriter's responsibility to order an inspection by a registered engineer--that engineer better report if it is pre-treated wood or not and what will need to be done before close escrow for the property to meet those quidelines. Then the work will have to be done and the engineer would inspect it again--not the appraiser!

    Reinspect in a couple of weeks after the termites have feasted on those untreated 2x4's.

    Greg, the plywood is treated with paint (outside only). The 2x4s are not treated.
    Jo Ann, Is the wood skirting part of the foundation system?

    If the manufactured home features skirting placed between the bottom of the home and the grade of the supporting ground, include the material type of the skirting. Note that FHA requires a properly enclosed crawl space (if crawl area with no basement) with a continuous perimeter enclosure of a permanent foundation-type construction i.e., poured concrete, block, brick, stone, treated wood, etc.) and rate the observed condition.

    If the manufactured home has a crawl space and lacks a continuous perimeter enclosure of a permanent nature, note and highlight this absence. Note whether enclosed crawl area has adequate access and ventilation.


    I haven't attended the FHA seminar regarding the new forms yet. I am scheduled for an AI class in Reno in two weeks.

    I think in this case I would call this as a deficiency and require inspection and repair.

    Permanent Foundations Guide for Manufactured Housing

    Page 1-1 C. Definition of Permanent Foundation. Permanent foundations must be constructed of durable materials; for example, concrete, mortared masonry, or treated wood - and be site built. It shall have attachment points to anchor and stabilize the manufactured home to transfer all loads, herein defined, to the underlying soil or rock. The permanent foundations shall be structurally developed in accordance with this document or be structurally designed by a licensed professional engineer for the follow---

    Page 1-2 Exterior Foundation Wall: Foundation walls placed directly below the exterior perimeter walls of the unit. These walls may, or may NOT, be structurally used as bearing walls under gravity loads, and/or used as shear walls under horizontal loads. If these walls are NOT used structurally, they are called non-bearing walls or skirt walls.

    Foundation Types:
    Type C: Foundation system supported and anchored at chassis only, to equally spaced piers. (side note perimeter enclosure walls would be non-bearing or skirt walls)

    Type E: Foundation system supported at chassis and exterior wall but anchored for uplift and overturning at exterior wall only. (side note perimeter enclosure walls would be bearing walls)

    Type I: Foundation system supported at chassis and exterior wall but anchored for uplift and overturning at exterior piers only. (side note perimeter enclosure walls may or may not be bearing walls, depending on design).

    Print out the attachment to Mortgagee Letter 2005-48--it has a complete section on manufactured housing and goes through the form section by section. Also watch the web cast titled December 21, 2005 Protocol--it has about fifteen minutes specifically regarding manufactured housing.
