Default FHA bathroom requirments

I did an inspection last week and the house had a bathroom where the sink and tub/shower was not in working condition. The home has a lot of issues and doesn't meet FHA requirements besides the bathroom. The owner asked me if they removed the sink and tub area, and leave the toilet, would it comply with FHA/HUD.
I didn't know what to say except it would lower the homes value and the walls and floor would need to be repaired and the plumbing capped and I would contact HUd and find out.
Is just a toilet in a room acceptable and within HUD/FHA requirments?
I contacted HUD and waiting for an answer.

A bathroom without a sink would not comply with local building codes in most areas of the country.

That's not sanitary imo. You'd have to remove the toilet too.

Is there another fully functional bathroom in the house besides the one that is not functional?

Did you call HUD?? They should give you an anwser over the phone. 800-225-5342

Sanitary issue. Not a bathroom without functional sink.

I called HUD and called and called and emailed, with little to no answer.They seemed to agree with the building inspector.
The building inspector gave me the best answer that a bathroom is a toilet and sink and there was no code on just a toilet. I re-read the mortgage letter to determine the new acceptable repair guidelines. In the end I told the homeowner that just a toilet was acceptable but to repair any damage to the walls or floor from removing the plumbing fixtures. End of story. VagasWayne thanxs for the idea of checking with the building dept.
