Default FHA window requirements

I am selling my house and the buyer is going with an FHA loan. The windows in my home were all replaced two years ago, prior to my purchasing the house. My question is the windows (there are 2 long skinny windows) in the master bedroom are the kind that are solid pane and do not open at all. Will I be required to replace them? The door leading in and out of the room is directly off the living room.

What exactly is meant by proper egress? I haven't been able to find anything that really explains this.

I can't give a citation at the moment, but I do not believe you are correct greg. There must be a means of egress other than the interior door. Thats why security bars must have an interior release.

Each bedroom has to have adequate egress through a window or a door to the exterior in case of a fire. That is why we appraisers are to open at least one window in each bedroom.

I don't believe I've ever seen an operable 3x5 window, except possibly a really unusual casement. Certainly not a single or double hung.

All bedrooms must have adequate egress to the exterior of the home.
page 3-18 section B6

Basement windows must be not have a window sill more than 44 inches from the floor and a net clear opening of at least 24 inches wide by 36 inches high
page 3-3 section B

Close, but not quite. I can't respond as to FHA requirements, but can as far as building code requirements as I am a state building code expert. Since you are on the IRC in Texas I am not familiar with that code, and understand that it is slightly less than California's UBC based CBC, but the California sizes are:
1) Minimum openable clear size = 5.7 square feet.
2) The minimum clear width must be no less than 20"
3) The minimum height must be no less than 24"
4) The maximum sill height may be no more than 44" off the finish floor.
5) If the window is less than 18" off the floor it must be glazed with safety glass, but there are some complex mitigating factors, if you are less than 18" off the floor, let me know the sizes and I can figure it for you.
6) They must be openable without the use of special devices or the possession of special knowledge. There must be two means of egress from sleeping rooms only, that is usually one door and one window, if you have two doors to escape the room there is no need for the windows to open.

As I recall I think the IRC reduces the minimum openable size from 5.7 square feet to 5 square feet, there is also a new IRC requirement that if the windows open closer to the floor than 24" some fall protection must be installed so children can't fall out.
