Default "security bars on windows"?

Can someone direct me to the FHA guidelines regarding "security bars on windows"?? I havent confronted this issue in while.

Appendix D, page D-25:

Window Type
Enter window type: Double Hung, Single Hung, Casement, Sliders, etc. and identify the window frame material: wood, aluminum, steel, vinyl, etc. Rate the condition observed.

Bedroom windows with security bars require a quick release mechanism for emergency egress. If not so equipped or inoperable, condition the appraisal on a “required repair”.

Anymore, in the CYA department, it is suggested you do not "require" repairs or inspections, you "recommend" them...

I "think" this goes beyond a recommend.
No quick release is a death trap. I recommend most repairs, but I have always required a quick release, or removal. Never had an issue with it.

I think you might need to brush up on FHA protocol. First 2 pages of the revised Appendix D would be a good start.

Some security bars do not open. If that is the case it is clearly a safety issue since you dont want someone to burn up alive do you? Subject to repairs being made if that is the case.
