4910.1 states that every unit shall have shall be provided with water closet, lavatory, and a bathtub or shower.

It doesn't state where it must be located? My situation is a follows: Circa 1920's bungalow with a 1/2 Bath(no shower or tub) on the main level. There is a full bath in the full/unfinished basement.

How would the pro's on the board handle this? Obviously it is a functional obsolesence. But is it severe enough to make the property unacceptable for FHA?
