2 exit doors one opens to a deck with no stairs.

I inspected an older home that has a rear exit and a front exit...except the front exit opens to a deck that has no exit/stairs off. I would note this if it was FHA for a safety issue. Should I still note or is it acceptable to have only 1 real exit. The home is about 1,600sf

If the deck has no stairs that would be a functional problem.
