trying to find a consensus on where in the report most people describe a situation where the subject value is beyond the range. no rush. just a question that i've never had answered.

Outside your high and low? No problem. Statistically, a sampling ( of sales) within a population of houses would have to be quite significant to have sampled both the high and the low value within a market area. That's is fthey were ALL sales. Multiply that by the total housing population and the situation you describe might be quite common.
