So what was used before the 6-93 FNMA forms? And were there any similar comments as to cert #10 to those previous 6-93 forms?
 
I don't even have file from that far back or I'd send you one. As for cert #10, I seem to remember a generic statement about data verification, but I can't quote it to you. Hell, I can't remember what I had for breakfast let alone a certification for 15 years ago! The form really was not a lot different, just less bovine feces.

It had a rating grid that was likely a violation of the fair housing laws. Remeber, you had to check off for things like neighborhood, transportation, etc and rate them as good, bad, etc.

That came out in the 1980's and was the first URAR. I saw one the other day. Should have made a copy of it. I bet I have one in the file on my house. I will look when I get a chance.
 
Good question. I would like to know the historic timeline of certifications.

Long story of anger and perception. Back in the "my fathers" olden days (1960-70 approx), when my pops was appraising, banks looked for appraisals which were based on honesty and integrity. There was no need for cert #10 when he was appraising.

Legal laws have F*****d this industry and will sadly continue to do so. Thankfully, there are still small banks today that want and have always wanted a quality appraisal and don't give an F about certifications.
 
Now we can see that the Sharing of Data was never a part of it until 6-93. So what influences were there to get that little plug? So, how deep does that rabbit hole go?

Hopefully a Certification & Statement of Limiting Conditions pdf file has been attached (FNMA form 1004B, 07/86). Not included in the attachment is the Definition of Market Value included on the top of the form. My scanner will not scan a legal page.
 
OK, so in the biginning it was for destop underwriting only.

No. the 86 forms were used for full mortgage work- inspected and all. The driveby form was the 704 and before both was the old Green Hornet.
