Drainage/grading and HUD guidelines?

Newly built townhome complex with 90% of the units complete and the subject unit 100% complete. U/W ask me to state that the "drainage and grading meets HUD guidelines". Is there a way for me to confirm this? Or do I simply state that appears to meet guidelines as there were no drainage issues at the time of inspection?

Any help would be greatly appreciated.

Must be positive drainage away from home. Is or is not.

Its a simple request. Does the water have positive drainage away from the subject's foundation? Yes or No!
