FHA - Addition

Have a home with an addition that is not finished to the same degree of the rest of the house. Is this an FHA guideline, I believe it is! If so, does anyone have the location in the FHA handbook to reference?

The addition has a wall mounted gas heater and is not insulated but is open to the main floorplan of the home
