FHA and appliances

I have received this question numerous times in the last week regarding FHA and appliances in the homes. Now that foreclosures are up through the roof in AZ many purchase appraisals (FHA) have quite a few homes that part or all the appliances are missing. Anyone know what FHA's stance is on this? I haven't come across this until recently with the explosion of foreclosures and the spike in FHA loans.

Also, I'm assuming FHA doesn't deviate depending on if it is a refi or purchase on this issue correct?

Your help is greatly appreciate asap!:)
 
MPR requires a "Space" for cooking. It doesn't have any specific description of how the food is to be cooked or stored.

So is this the only statement FHA has pertaining to appliances?

What if down the road I come across an inspection where the appliances are damaged and not in working order? I'm assuming if they are there, FHA requires them to be in working order?

Just trying to dig deeper so I can somewhat be a source of info down the road.

Anyone else seeing a huge spike in FHA appraisals over the course of the last 4 months?
 
From FHA Quick Tips in the revised Appendix D to 4150.2...

If the appliances present at the time of the inspection do not appear to be reasonable (undersized), determine if there is adequate amperage to run “standard” appliances, as per local code.

It seems to me that the requirement is that there is a "space" for cooking and that the space is suitable for appropriate applicances which are usually personal property. The appliances themselves are not an issue unless they are in some way defective or damaged and could pose a safety issue.

You may need to make a line adjustment in the SCA for the lack of appliances if the market dictates even though FHA may not require them. check your comps to see if applainces are present.
