FHA Duplex

Hello,
I Just Inspected A Duplex With Only One Meter. The Zoning In The Area Is Multi-family. The Subject Is Recorded As A Duplex.the Second Unit Is Using The Electricity From The Main House. How Should Address This Condition. Is This A Code Violation For FHA. Thanks

I'll bet the owner of the duplex pays the electric bill. In other words, the electricity is included in the rent.

It is not an FHA violation, or any other lender that I know of.
