FHA Flooring Requirements

I am working on a FHA appraisal in which the tile floors in the bathroom have been removed, exposing concrete. The concrete is not stained or finished and is obviously not going to be left in the current condition. I'm having trouble finding a specific answer on flooring requirements. Would this be a required repair?

No floor coverings required as long as its safe.

cosmetic in nature probably going to install new flooring -cost to cure not very much !

Not an issue. As Rex said, "No floor coverings required as long as its safe."
