Does FHA do refi loans on nonowner occupied SFR?

any special additional appraisal forms documentation required?

FHA does allow streamline refinances (FHA to FHA) of non-owner occupied properties, but no appraisal is required. I'd think if you've been asked to do an appraisal for a transaction of this nature, it's may be that the lender is unfamiliar with these refis.
 
You might want to call your HOC tech support and tell them the situation.
 
You can do it on a 2-4 property providing the owner lives in one of the units.
