How to handle?

2 bedrooms out of 3 locked, no access, one also has a bath. 95 degrees outside, air conditioner not on. Owner says no problem, just want to save electricity. Do I make this subject to or let the underwriter make the decision. I sense the former since I cannot logically describe those rooms. Interested in your replies. FHA assignment.

Tell the homeowner that if they want their appraisal, they must make all the rooms available to you.

Whenever I schedule an FHA inspection I always ask the homeowner about access to the attic and crawl space and advise them I need to look in those areas as well as every room.
