Major Duties:
These Appraiser positions are located in the Homeownership Center (HOC) of Single Family Housing. The incumbents may be responsible for: Organizing, developing, and conducting periodic formal informal training of Underwriters, approved appraisers and personnel from various trade organizations; Providing training and direction to less experienced staff in the Branch; Conducting detailed field reviews of selected appraisal reports received from appraisers and analyzing all the information submitted for accuracy, supportability and consistency, and to ensure that, in each case, the appraiser has properly applied the current principles, practices, and techniques of appraising; Recommending disciplinary actions or sanctions against appraisers who violate USPAP or HUD program requirements as set forth in HUD handbooks and in the Code of Federal Regulations (CFR). Incumbents are the focal points for conducting field reviews of appraisals (URAR) and all the supporting information contained within those reports. Incumbents review complex appraisals that would require additional information from data sources and other comparables which may not fit the parameters of the guidelines, but which may substantiate the final conclusion by the appraiser who performed the appraisal. Incumbents must be able to review appraisals and resolve valuation issues involving complex problems, such as, special zoning requirements in an area, any environmental hazards that may affect the property, properties located on leased land or an restricted lands (particularly properties located an Indian reservation land), income producing properties (3 and 4 units) and properties subject to unusual easements, encumbrances, or agreements (aviation easements, pipeline easements, etc.). Incumbents must also make decisions to approve condominium projects for mortgage insurance. Incumbents must decide if these condominium projects will qualify the mortgage insurance by reviewing the legal documents, project improvements, maintenance reserves, etc. May be required to act as a GTR/GTM on one of the appraisal review contracts that are administered by the HOC.









Qualifications:
Applicant must have one year of specialized experience equivalent to the next lower grade in the Federal service, which has equipped the applicant with the particular knowledge, skills, and abilities to successfully perform the duties of the position. Examples of specialized experience for the GS-12 journeyman level are: Experience performing comprehensive desk reviews of appraisal reports; Experience in providing technical assistance and policy guidance on a wide array of appraisal related issues; Extensive experience writing reports. Examples of experience at all grade levels: Experience in the processing and or reviewing of single family (1 to 4 unit) property appraisals; Experience in collecting and analyzing data affecting property value; and Experience with construction related terminology and practices.

Grade level qualification determination will be based on complexity, scope, and length of Single Family appraisal experience.

Selective Placement Factor: In addition to the minimum qualification requirements, all applicants must meet the following selective placement factor to be considered for this position.

1. Applicant must be a licensed or state certified residential appraiser or certified general appraiser.

TO BE CONSIDERED YOU MUST SUBMIT A CURRENT COPY OF YOUR STATE LICENSE OR CERTIFICATION. FAILURE TO SUBMIT A COPY OF CURRENT LICENSE OR CERTIFICATION WILL RESULT IN LOSS OF CONSIDERATION.

Education Substitution: Education at an accredited college or university in certain fields related to this position may be substituted for experience at the level provided below if it demonstrates the knowledge, skills and abilities necessary to perform the duties of this position.

GS-11= Three full years of progressively higher level graduate education or PH.D. or equivalent doctoral degree.

Applicants substituting education for experience are REQUIRED to submit a copy of their college transcript.

* Applicants substituting education for all or part of the required specialized experience must also meet the Selective Placement Factor noted above to be receive consideration under this vacancy announcement.


The candidates selected must possess a valid driver's license.

How You Will Be Evaluated:
Quality Ranking Factors: Applicants are REQUIRED to provide separate narrative statements describing how their experience satisfies each Quality Ranking Factor (QRF)/Knowledge, Skill and Ability (KSA). Provide specific examples of your qualifications and significant accomplishments. Applications that do not contain these REQUIRED narrative statements will NOT be considered.

1. Knowledge of the principles and techniques of residential appraising and the Uniform Standards of Professional Appraisal Practices.
2. Ability to communicate with industry representatives, provide appraisal training and promote mortgage program participation.
3. Ability to review complex appraisals and develop recommendations, including disciplinary actions.
4. Ability to communicate technical appraisal information in writing to a variety of audiences.

Eligible candidates meeting the minimum qualification requirements will be further evaluated and numerically rated. The basis of rating will be an evaluation of the applicant's experience and/or training as stated in the application package. The amount of experience or training will not itself be accepted as proof of qualification for any grade. The applicant's record must demonstrate the capacity to perform the duties of the position. Applicants should clearly show they possess the knowledge, skills and abilities (KSAs) listed under the Quality Ranking Factors above.

Relocation allowances not authorized.
