Knoxville Appraisal Help / Referral

I have a request from a private party for a large parcel appraisal in Knox County. This one is a little outside of my comfort zone, I think. The property is about a mile east of I-75 and Callahan. It is 23 acres, zoned agricultural. The area around the parcel is developing and there have several nearby large parcels sold for development which is now occurring.

The owner has had several interested parties contact him about selling and he wants to know what the property might bring. The parcel is essentially land locked with granted access via narrow, deeded gravel driveway. A condominium / PUD project is developing in front of the parcel.

Appraising the parcel as currently zoned would not be terribly difficult. However, I believe there are other issues that should be considered given the change in land use around the parcel. In my opinion, the owner needs to talk to someone with experience valuing parcels that are "ripe" for rezoning / development and I don't have that.
