If you would just read AO 26, it explains what is necessary, what can be done and more importantly what can't be done. I am very aware that a new client means a new assignment, new effective date probably and yes, in my cases even a new file number. This is what AO 26 is all about. Apparently it has not been read by quite a few appraisers out there.
