Manufactured home/cracked foundation runners - FHA

I'm appraising a 23 year old double wide that was set up on stacked concrete blocks on poured concrete runners (no tie downs noted). The down spouts were cleverly diverted under the home so that one of the concrete runners has washed out over the years, settled and cracked. It's an FHA REO.

Is it FHA insurable? (no settlement was noted inside). Since there is no significant settlement of the unit as yet, I assume that it is repairable at some cost.

Need answer ASAP as I'm writing this report tonight. Someone out there must know the Handbook by heart.

Sorry for the late reply. Been wrestling with a tough one most of the evening.

Sounds like it's time for the handoff to the DEU:

"The appraiser must require an engineering inspection if there is eveidence of structural defects or other problems relating to the foundation or set-up of the home." 4150.2 Section 8-1

Hope this helps and it isn't too late.

1. All foundation systems, new and existing, must meet the guidelines published in the Permanent Foundations Guide for Manufactured Housing, HUD-7584, dated September 1996. A certification attesting to compliance with this handbook must be obtained from a licensed professional engineer and included in the insuring file. This procedure does not apply when the current FHA borrower refinances their loan. It is applicable for all resales.

The HOC National Reference Guide can be viewed and printed from the HUD.gov website. Look on the right hand side of screen for appraisers, scroll down to guidelines, handbooks, etc. Also Frequently Asked Questions are on the same screen. The Reference Guide overrides the 4150.2 and the FAQ overrides the Reference Guide.
