No Drywall?

I just did an FHA inspection on a lender foreclosure. The house is only 14 years old but it looks like its about 35 and NEVER cleaned (which I guess is how a lot of them look anyway). At any rate, the previous owner basically gutted a bathroom and left it that way. About 1/3 of the room has no drywall and there is no floor finishing, just subflooring.

I have never run into this before. I know they no longer require repairs to drywall for cosmetic defects but what if there is no drywall???? What then?

Aside from the bathroom, the carpet throughout the house was just Filthy McNasty. Even though severly soiled carpeting is no longer a MPR, do you think that it could be so dirty that it could be a health threat?

That carpet in the picture is about the only place that it doesn't look bad. The more I think of it the more I feel it probably isn't a health issue......just really gross.

About the bathroom - I should have specified. There are two other bathrooms. They actually use this "bathroom" as a pass through to the owner's suite which was an addition to the house. It is the only way to access that portion of the house.

Call for the completion of the bathroom and make it subject to. The photo you provided has some of the carpeting in the picture. The carpeting does not look to be in very poor condition. You would most likely consider it to be cosmetic and adjust for it in the condition line item section of the grid.

FHA does not allow for partially completed construction/renovations (except in the 203K program)...a property in this condition is not eligible for the FHA prgram. You need to condition the appraisal on completion of the bathroom renovations.
 
MPR would be subject to the drywall.Exposed structure is not acceptable for FHA.Pass through bath may be functional obsolescence which is still ok with FHA.Carpeting is usually cosmetic UNLESS the sub flooring is exposed , then it's a safety issue...
