I am working on an appraisal that requires my signature on IRS Form 8283. It is basically a form that says I am not disbarred by the IRS and I understand that artificially increasing the value to produce a greater tax benefit is a crime.

I asked the attorney who ordered the appraisal what the proper handling of the document was and he says it is a stand alone document that does not become part of the report and should not be included in the Addendum. I have always put just about everything in a self-contained report, so I'm not sure I agree. Does anyone else have a take on this issue?
 
Put a copy of the IRS form in the addendum to your report. Think of it as an additional appraisers certification.

That raises an additional question. If you are thinking of it as a certification (and now that I think about it, I believe it is) then shouldn't the signature on it be sealed? The only reason I have some question about that is that it is the IRS's form.
