The concept of "Public Trust" is referred to in many appraisal texts as the basis of the appraisal industry.

Is this a national fund established to help appraisers through lean times, and if so how can I apply for a loan?

I think thats the fund established yesterday and today by the House and the Senate and unless you have a mortgage in trouble you wont qualify.
