Public water connection for VA

VA requires the dwelling to be connected to public water when "feasible". Water is available in the street to my subject. The fee is $3500 labor/materials, plus any permit costs if any. The appraised value is $200,000. Is there a rule of thumb such as 5% of appraised value or anything similar that would dictate how they validate/define feasible.
