Reciprocal License Question

I was at dinner last night when a friend who is an appraiser told me he was going to have to move to New York State for family issues and New York has reciprocity without testing but does that mean he also does not have to meet education requirements of having a college degree since he is already a Certified Appraiser in 2 other states? I know he does not have a degree or credit hours towards a degree.
