Reciprocity Questions

I noticed Texas and Florida do not have a reciprocity agreement for appraiser licensing. Is this because one state may feel they are better or have more stringent requirements than the other, or possibly other reasons?

In Florida's case, I think this lack of reciprocity is meant to protect Florida appraisers from competition. They make it very difficult for out-of-state appraisers to get certified there.
