This is the answer by a HUD employee that was posted on the Santa Ana HOC appraisers/underwriters chat room yesterday:

Response: As background information, all manufactured homes must have an affixed HUD seal(s) located on the outside of the home. If the home is a multi-wide unit, each unit must have a seal. They will be numbered sequentially. The Appraiser is to list the manufactured unit's tag number(s) on the appraisal report in one of the comment sections, preferably on the front page under "Additional Features". If for any reason the tags are missing, Appraisers must recommend "rejecting" the property and notify the Lender. In some states, a manufactured home may not be re-sold if missing a seal. If this is the case, the property is a reject. If this is not the case, then, a Lender may send an E-Mail to the Department's Manufactured Housing and Standards Division Program office, at [email protected] (mailing address: Department of HUD, Manufactured Housing and Standards Division, 451 7th Street, SW, Room 9152, Washington, DC 20410) and request issuance of a letter stating that the home had originally been issued a HUD label (The information, on the data plate inside the home, is not an acceptable alternative). However, the Lender/Home Owner needs to obtain the serial number(s), of the home, from the data plate found inside the home, or the serial numbers found on the front cross member, on the steel chassis under the home; and provide the serial number(s), to the Program office listed above.

Appraisers and underwriters within the Santa Ana HOC service area can post questions and HUD employees post answers. Makes a good printout sometimes for future reference.

Thank you Jo Ann! I just went around with a DEUW last month about this. They ended up asking HUD and I got a call the next week apologizing. They had to take the loan somewhere other than FHA.
