I think it means he does not have the slightest clue as to what he is doing and should be removed from the profession as soon as humanly possible.

Most likely he/she "borrowed" boilerplate from their mentor, who probably is as skilled a word smith as his/her nimrod protege...

A couple more gems from the same report.

THE LAND VALUE ESTIMATE INCLUDED IN THE COST APPROACH SECTION IS EQUAL TO THE AMOUNT OF VALUE ALLOCATED TO LAND IN THE FINAL VALUE ESTIMATE.

COST AND INCOME APPROACHES WERE NOT UTILIZED DUE TO NOT BEING REQUIRED BY FANNIE MAE.
