Scrolling problem

I am sure there is a simple solution but for the life of me I can't remember what it is. When I scroll down the the scroll is not smooth but is jerky. In some programs a line scrolling up will multiply into many copies of the same line until the scroll is slowed. This effect just began recently but I can't figure out how or why. Any recommendations would be appreciated.

I found the problem. Display properties setting of High color 16bit eliminates the problem. A new program had reset it to High Coloer 32 bit.
