Septic System Test - Subject Vacant

I have read everything that I can get my hands on and the info is conflicting. Input from the experienced would be appreciated. Mentor #1's answer is different from Mentor #2.

Subject is vacant....has septic and well...there is NO problem with the distance between the two. I have one document that says that if the house is vacant, there is a requirement for septic tank service and inspection. Another document just says I should report that the subject property was vacant at the time of inspection.

And the correct answer is...?
