Site condo question

I'm looking for someone who may be familiar with site condo developments, which are popular in Michigan. Recently, I was told by what may or may not be a good source that Fannie Mae wants site condos on the 1073 form. The land is owned and a 1073 form would not reconcile this and I have always been taught and always done them 1004 form and never questioned so this doesn't make sense but I'd like to know for sure. I may be behind on this, but is there anyone who may know anything or have heard anything? Also could you lead me to where I may be able to confirm this? I have tried the internet and Fannie Maes' website and haven't been able to find an answer to this as site condos do not appear to be as popular in many places besides Michigan. Any help would be appreciated.
