Ruben .. what you dont have is the work file. I would think that could be a crucial part of the puzzle in this case. Is there any way that can be subpoened?
 
Before taking a complaint to the board, I would look very closely at the comments in the review as to their merit. Even if the review isn't perfect, if the appraisal has as many faults as I presume noted in the appraisals, it might be wise to suck up and admit mistakes.
 
There was a hearing on this matter today, and we specifically asked for the workfile and any other documents pertaining to the reviewers report. Both he and the State's attorney stated that that was the entire document and the workfile. I have the whole thing.

Is there enough information to ascertain if this is an appraisal or not?

I'm not going to comment on the subject's review as there may be people on this board who are affiliated with the other party.
 
When a complaint is sent to the State of Michigan, the board member of one of it's hired appraisers reviews the complaint. We do not review the appraisal report. However, when all of the data is presented and there are USPAP violation and/or Occupation Code Violations, then the complaint process goes foward. At no time does the Board Member of hired staff review the appraisal report, we only review the complaint. If there are other questions, please come to the next Board Meeting on June 17 in Okemos. You can also get up to 2 hours of con-ed.
