When you do an FHA, do you tell the homeowner what needs repair?

No,

That is the job of the DEU AFTER the DEU decides that he/she agrees with the necessary repairs. Just because you believe it needs repair does not mean the DEU will agree with you, and, the homeowner is not your client. Your communication stated in the 4150.2 hand book, page 1-3 B which clearly states your contractural responsibility to the lender. Page 1-4 C clearly states whom you should communicate with.
