Thermostats for Wall Funace/Heaters

Does FHA require thermostats for wall furnace/heaters? I looked through the manual and didn't see anything, unless I missed it. Thank you in advance.
 
All wall type heating units that I have seen have a thermostat. Usually, it is built into the unit itself, not a separate unit that is attached to the wall. So, it should be a non issue. There is no requirement for a separate thermostate.
