This client has me utterly confused.

There's nothing on there that requests a value. The request states: Appraiser to verify home has been delivered, set and following improvements have been completed: WELL/WATER; ELECTRIC; DEMOLITION; CONCRETE WORK; AC and STEPS. Also: 1004D Final Inspection To Ensure That Manufactured Home Is Set-up. Must include 2 photos, one of subject and one of the street scene. Include photos of any improvements that can be seen from a drive by. Do not attach the original appraisal report to the 1004D.


So what's the problem?

I'ld call them and tell them that they send the "Construction and code compliance inspection" request to you instead of the engineer by mistake.
 
The appraiser in this situation is not saying any thing about compliance with any codes or guidelines. They are only saying that on June 6, I went to 123456 W Main street and saw a gray and white manufactured home installed on the site. While at the site I took photos of the HUD label, data plate and these are the numbers I saw on those items and I also took photos of the exterior and interior of the home located at that address. I measured the exterior and they indicate a 1,942 square foot home is located on that site. There I am done and my fee is $000.
 
I guess the way JoAnn, Mel and others have explained it, it's probably OK. I kind of thought of that at first, but I suppose I'm jaded by sleazy brokers and stingy AMC's.
 
I agree the assignment is just to report the existence of the improvements, not make any sort of judgement or opinion about them.

I'd do it in a letter or a 1075. Not on a 1004d.

Gotta love those kind! Be sure the client knows you will be reporting it on the 1075 not the 1004d form.

A few years ago, I did 30 1075 reports after a tornado had gone through a nearby area. Paid a friend to drive me around so I could make my notes and take pictures.

I recommend printing out a blank 1075 before you go. There are a few things that you have to make note of. (Been a while, so not sure if this is the correct list.) Road surface, driveway surface, dwelling exterior material, and maybe one or two other things.
 
Go out and look to see if the dwelling is there. If it is and looks to be placed correctly, write what you see on the 1004D and be sure to explain the nature of the assigment, then collect your money.
 
The land appraisal you completed was likely for acquisition cost or a construction loan with the builder. Call the client and discuss the loan type. It likely would be FHA given the current market and investor pullback in MFG home financing. You have a new assignment to appraise a MFG home. The foundation should be inspected by an engineer. The other items including electrical ect are within the scope of the building inspector and the certificate of occupancy. They also need to obtain a DMV release of lien/title on the trailer as well for most investors.

I often say this, but you really need to contact the client fully understand what they are trying to do. Just because someone faxes you an order with some directions doesn't mean they know what they need or what they are doing. Unfortunately:shrug: in these times you often need to be smarter than your clients...............which isn't too hard.
