Utilities need turned on? VA

No utilites are currently turned on at the subject property (bank-owned)?

Does VA require utilities on at time of appraiser's observation? or do I make it subject to ?


I am looking through the VA guidelines and can't find any reference to this....

No, they do not have to be on; however, it would be a good idea. Appraisal would be subject to another inspection.

Thank you....couldn't find an answer in Lender's handbook or 2006 manual.
