Oversight of the boards by ASC results in letters to the states requiring certain 'things' be attended to. I would like to list some 'dumb' things the ASC have requested of boards and invite you to add issues you know the boards have been pressured to address even when it seems punitive and pointless. A small poll above..obviously flawed.


Requesting states who allow active service personnel 180 days differential treatment...requests that the board reduce that to 90 days...

Requesting a board to withdraw licenses from appraisers who submitted experience logs containing ad valorem experience that cannot be documented (that is, the appraisers licensed in 1993 used Ad valorem experience from 1987-92 as proof of 2000 hr. but cannot provide a copy of a report for any mass appraisal nor can document time cards that they actually did it. The ASC wanted the boards to arbitrarily take those licensees license back and start the process all over in effect.)

any other examples of ASC meddling?
 
They've been looking for an executive director since 10/29/07 (position vacant). Also I believe the deputy director slot is also vacant. In addition, there is currently no General Counsel..... If you go to their Site it would seem that no one has been there since last year???? And I don't believe they commented on the HVCC. http://www.ASC.gov/

Also their May 8, 2008 meeting was cancelled.

Their next meeting May 29, 2008 may also be cancelled.

I don't know much about the ASC. I do know it is foolish, downright stupidity, to expect human behavior to approach the ideal in any case where there are no consequences for not doing so.

The importance of accurate residential appraisals to the nation's economy cannot be overstated. It is a national issue, not a state's rights issue and it deserves to be regulated at the FEDERAL level. Mortgage lending, in general, is a national priority - I believe this has been demonstrated. Regardless of whether you believe faulty appraisals had anything to do with the current mess or not. I realize a free market relies on the rich screwing the poor, but I draw the line at screwing a person on their homestead.

Therefore, I support uniform education and experience requirements for entering the field, uniform license classes and uniform testing - for ALL 50 states. I also believe we need an organization at the federal level to crack down on the states. Yes, crack down. Certification and licensing was an unfunded federal mandate with no teeth. If anyone thinks the states have a dog in the enforcement fight IMO they are lying to themselves. We need the ASC or a body like them. Every organization related to appraising, including TAF needs reform.

Imagine where we would be if we let the issue of racial discrimination be decided by 50 states. I'm certain there are a few ***-backward southern states, in particular, that would still not have conformed. And yes, residential lending is that important.

Regarding the examples you gave I cannot comment without knowing the details. I support military service personel and would error on their side in all cases. I am not opposed to the ASC forcing states to verify experience in cases where they failed to do so as they were required, regardless of when the license was issued. You were licensed as an appraiser in '93 and you have no documentation to prove your experience? No W-2s, no employer records to verify when/where you worked and what you did? No computer files. I have computer files dating back to '84. How about friends? I don't buy it - sorry.
