Where is the protocol for peeling paint prior to 1978?

In the Handbook under lead based paint it states "The Appraiser must note the condition and location of all defective paint and require
repair in compliance with 24 CFR § 200.810(c) and any applicable EPA requirements." I click on 24 CFR § 200.810(c) and its takes me to https://www.ecfr.gov/ Code of Federal Regulations. Then what?

Those regs deal mostly with how you remove it, how you dispose of it and how you can seal it.
 
My concern are the fallen paint chips. I want some documentation that the paint chips all over the ground must also be removed but I cannot find this requirement anywhere.
 
So I take it your subject has been scraped and painted. They left all the chips on the ground.

OK check with your local or state regulations say about this ... If you have a County environmental department call them.

I would report it as a subject to an inspection by them or something to the effect it must be cleaned up etc then add a rough estimate of cost.
 
Months ago while walking my dog, this house along my route was being renovated.
I saw ducts with white stuff and workers wetted it and scrapping it off. Most likely it's asbestos with white stuff everywhere on the ground even the sidewalk. Ugh.
Some contractors not following protocol.
For sure I wouldn't buy that house.

It seems that they treat lead based paint chips as household waste in most situations. Subject to local regulations

 
Chipping LB paint is supposed to be removed per EPA guidelines. Check with your State EPA office.
