I recently did an appraisal on a townhouse in Vinings that had a basement (?) I am curious if there is any official declaration anywhere that can be quoted as to what constitutes a basement. The property in question had a main entrance on the second floor. The first floor was a built-in garage and finished "terrace level". I have heard that a determening factor can be if any part of the basment has an exterior wall the is underground. I have also heard that the kitchen should always be on the lowest level, anything under the kitchen is considered a basement, and not part of living area. My subject's basement was completely above ground, but did not have a kitchen; it was on the second floor. In redlink, there were multiple entries, some describing it as a basement, some describing it as a slab foundation with no basement. There must be some way to clarify this?
