Condition question

I've been on my own for about 2 years now, and ive seen some pretty wild stuff.... just inspected a home for an FHA refi... the home itself is in good condition but the carpet is absolutely filthy and needs to be replaced, new tile would not hurt, the walls are covered with filth (but not mold) ......... so I'm thinking that this is mostly cosmetic... however, i cant find a single comp in a 8 mile radius that is similar to subject.... Can I use a cost estimator or index to support an adjustment for a c4 condition? I know it sounds stupid

Go back in time. Look for reos and investor or handyman "specials".

ask a painter and flooring person for estimates or use a cost manual.....
