FHA MPR, Re Permanent Foundation ?

Subject is an older manufactured home recently obtained by re-fi borrower via inhertance

Lending client unable to obtain CA 433[A] document that certifies installation of manufactureed home on a permanent foundation, and also unable to provide prelim.

Consequently, appraiser determined [definitively] by County Recorder Office that the form was never submitted.

However, County building permits published online by County Planning reveal that the install was indeed finalized.

Soooo, is documentation of the building permit sufficient to indicate that the status "meets or exceeeds MPR's. . . " or is the 433[A], per se, required and the report conditioned "subject to"CB4" ?

My 1st 1004c in years. But... I presume that install on a permanent foundation is mandatory status to avoid a "fails to meet MPR" status and a corresponding "subject to" that I couldnt determine by a visual...
 
Could this be solved by having a contractor who DOES 433 installations inspect it and verify it meets standards required?
There may be other Mfg houses built/installed around the same time in the area, and since we're sometimes detectives, we might contact those installers to see if they did the one in question. If they did the 433 but didn't record it?... Well, I'd say have an installer inspect and certify it meets FHA requirements. Short cut to a short answer; could a current installer do the 433 and have it recorded?
 
I already found what appears to.be the finaled permits for.the install, provided by Planning Dept online Profile of an an activity 48 years ago, as though previous owner did it right but never filed prrmits with Recorder to obtain 433A. I submitted signed report to AMC Subject To.l borrower getting copy.of existing permits, submitttng.to Recorder, then providi g 433A directly to lender... while awaiting response from.HUD. [Took forever to deciðe my approach but at.least now I am aware of the process.]
