Hampton/nelson Farms

Hope one of my Virginia brother appraisers can help, but I know its a shot in the dark. My daughter lives in Nelson farms a development in Hampton that was built circa 1988-1996. Anyway they have a plumbing problem where kitchen sink will not drain but everything else does. They are built on a slab. I was just wondering if anyone else that has appraised there has run into this?

what would this valve do? would it have anything to do with the sink to drain ultra slow?
