The LA Board is a state agency and ten minutes of searching on the internet should provide you with plenty of stories about all the state budget woes that LA has suffered the past few years since the price of oil cratered in 2014 (LA is a significant oil production state). In fact, the most recent budget that passed failed to fix a looming $1 billion shortfall in state finances that will hit in 2018.

So yes, it does not take a genius to figure out that the state of Louisiana has sever budget problems and that may well be a major consideration in how they address the FTC case

It does not take a genius to realize that when a state has a $1 Billion budgetary shortfall that agencies of that state are usually not given extra money to pee away on litigation that is probably not necessary.

Pennsylvania Governor to Let State Budget Become Law
July 10, 2017,
Pennsylvania Governor Tom Wolf said on Monday he would allow an unbalanced budget of just under $32 billion to become law at midnight after state lawmakers failed to agree on a plan to close a $2 billion deficit.

Wolf had 10 days from June 30th to either sign or veto the legislation. He chose to let it become law automatically at midnight without his signature.


Just because some states are broke,
doesn't mean that AMCs should get away with the garbage they have been getting away with.

This happens to a lot of states once medicaid payments paid under obamacare are shifted incrementally from the feds to the state. Our state rep told me we have a shortfall that kicks in and the coming year's ledge session is a budget session, we have a balanced budget requirement. She said the reason they didn't roll back the franchise tax for S Corps. was they needed every dime they can scrape up as they (both state &Feds) badly under-estimated the number of additional medicaid enrollees due to ACA.

In addition to medicaid, LA's budget also got negatively affect by the colllapse of oil prices from 2015 onward and also by past budgeting tricks coming home to roost.

I am not in LA, so just going on hearsay. I am not sure what the LA appraisal board finances are. Some states collect money and it all goes into 1 big pot, then they dish it back out as they see fit. Those are the boards that usually get screwed. Not sure how LA does it. NC appraisal board keeps the money they collect, maybe they will be the ones to fight for what is right?
 
The State AG is salary. Lol
