The point is - I strongly believe that is the agency's meaning and intent. They are ONLY concerned about the sales comparison approach to value. They could care less about the cost approach - hence the BS approach on the form. Oh, and by the way, they're not too concerned with USPAP either.

Like I said, I don't consider Fannie to be an appraisal entity or an expert on appraising. What they're an expert on is what the criteria are for the loans they will and won't accept. And while that is something, in no case can an appraiser allow the assignment conditions to undermine the basics in USPAP.

Also, remember that reconciliation is performed within each approach, as well as reconciliation of any approaches developed. If you'll note on the 1004, the 'Reconciliation' section only addresses whether you made the report 'as is' or 'subject to'...

wait a second. Where did I make the statement that I self identify as a "reviewer"?... do you folks even read the comments, or are you satisfied just making stuff (to be PC) up? Kind of scary that you might be doing the same in your appraisal work...

If you have an "only" reference then we're certainly open to considering it. Aside from that we are getting into personal interpretations. It is my assumption - and should be your assumption - that if Fannie's form designers had actually meant to say "based only on the sales comparison" they would have said it that way. In lieu of references to the contrary all that's left is what they actualy did say.
