1004D final inspection for new construction

I never consider a home legally complete unless and until the municipality issues the CO. I have a lender however that is insisting that I do the inspection and submit my report without the CO. I said sure with my disclaimer that the municipality has not done their final inspection and issued the CO. They have their panties in a wad wanting to close before Thanksgiving. I know that I am right but just want to make sure before I ruin somebody's holiday unnecessarily. Thoughts appreciated!

About three weeks ago I had a similar situation. I said NO! They agreed without getting their panties in a wad. So yes, they will try. JUST SAY NO! In my county they will not turn on utilities until the CO is completed. The good news the utility people will be right there within a hour or two.

In my area especially near Holidays a home can be complete even finals done but unavailable to me for a month or more. If a buyer loses a rate lock or has people waiting to move into theirs I can see my two litigious nephews telling a buyer they have a lawsuit. Personally I go with plans and Spects is it complete. Too much legal liability saying it has to be legally completed. There I no such thing we do not determine what is legally finished.
 
I used to laugh when the late Greg Boyd used to say houses do not commit crimes and can't be illegal.
 
Ive never requested a CO, except the one time the buyer/builder told me how much trouble they were having with the County and the reasons why they wouldnt issue one..Otherwise, if it looks done to me, its good enough. The lender can worry about CO if needed.
 
Why no CO? In these days of 'supply chain' problems, it could be the reason. It took me 5-months to get garage doors and I heard other builders were having the same problem in completing homes. If houses are 'essentially' complete and marketable, then I'd sign off. If you want to say something about the CO, by all means make a comment to cover yourself. I don't think we are the CO police. I had one where there was a check valve on a water heater and I knew the builder and owner would solve it PDQ.
