Great point. But in the end, the VA can't ignore politics. The program was created to lend money to Vets, it's not an appraiser job program. If the changes mean more loans to Vets then I expect the pressure to implement will be great.
 
I know several Licensed Appraisers that do a lot of VA appraisals.
That's really interesting. The VA has told me several times that when I agreed to be on the panel, that I could appraise ant residential property. That would indicate that a licensed appraiser would not qualify since they can't appraise complex properties or properties over $1,000.000. I recently appraised one with a contract price od $1,995,000.
 
I may be wrong but its the loan amount not the value of the property that caps at the $1 Million. The same with F & F and others.

That wouldn't make sense (of course F & F rarely makes sense). So they could appraise a 5 million dollar property if the loan amount is for 1 million? The dollar amounts seem so arbitrary and the dollar amount is not the complexity of the assignment. Plenty of cookie cutter 1M+ properties near me. I think they should phase out the level of licensed appraiser as it is now.

My state goes by transaction amount. If a refi It is the loan amt. Purchase goes by purchase price. So I could appraise a 5M dollar home for a refi if the loan amt was less than 1M

So its about liability and not complexity. It just makes no practical sense, and yes I realize this is far from the only thing that makes little to no practical sense. I have to admit I do not know what licensed lacks compared to certified as I went straight to certified as my state required 2 years minimum of training for both.
 
I don't know for sure and am not interested in really looking into this further...

- BUT, I would guess that with the worsening situation with retired and retiring veterans, many of whom are on very meager incomes, the need to get them off the street and in some kind of housing, the increasing availability of run-down homes, - that the government wants to be able to finance purchase of homes that are in really poor condition - without requiring repair more than absolutely necessary for the short-term.

They are looking for a quick short-term fix to this problem that will get them through the next 10-15 years.

So, I wouldn't look at this as an issue of anything more than fixing this short-term problem.

Yea. The veterans can get a hammer and some nails and fix their own damn property. Another 10-20 years and most will drop dead for one reason or another.

If you ask me, that is the new think.

Similar to feeding addicts free cocaine, meth and fentanyl (and Vancouver BC is probably the best example of this). The best long-term solution is just to give them what they want. They will eventually disappear (or will they really? Liberal Democrats are often not at all what they appear to be. They are often sinister devils that nonetheless have what one might argue is a reasonable logic. The liberal/conservative spectrum is in many ways very weird and somewhat unreliable. It is better looked at as a question of short-term vs long-term goals. Some policies may look good in the short term but be harmful in the long term and vice-versa. But, you can argue forever on some of these things.
