There's nothing to respond to. It's a question that's based on the illiterate assumption that the mere existence of laws, rules, regulations or codes of conduct automatically result in mass compliance. The 65mph speed limit does not - by itself - result in everyone driving at that speed or less. The actual rate of compliance is primarily based on choice, and only secondarily on the basis of coercive enforcement or the threat of enforcement.
