Yeah, I have done milt-million dollar properties and none asked for prospective values. The effective date was fine with them. Millions of dollars in renovations.Most do require the "as is" value. But true enough, there is a choice between prospective (EA) and the "as if today" (HC) and I've done prospective about 3 times in 30 years.
The OP didn't say it was conventional nor did he/she say that it was destined to go to a GSE. It's possible that the OP is confused. I don't know.
