Manufactured or Not?

Not my assignment, but another appraiser asked me to look at this property and tell him manufactured or not? Outlying county with no records before 1981 and no ownership history before 2016. The exterior of home has brick, but has metal siding underneath on the back side. No HUD tags and no data sheet as the home has been remodeled. My guess is it is disguised manufactured home. Here is pictures from the crawl space:

It could possibly be in on-frame modular dwelling as well. Those can come off the same assembly line as a manufactured home, just depends on which building code they were constructed to.

Highly unlikely. On frame modulars have 2x6 or 2x8 wood floor joists. Just a modular sitting on a steel frame

In my part of the country, I would agree. However, I took Rich Heyn's Appraisal Institute class in Corpus Christi years ago and he showed us pictures of on-frame modular dwellings which looked exactly like that. He stressed that the only way to know for certain is to find out what building code they were constructed to.

We have a plant here in Burleson, TX where the two exact plan homes go down the same line and split to get a HUD tag or a Modular tag. They have the same foundation. They say they are different codes, but I think they both match the minimum standards for either code. I doubt it is a modular home because it appears to be an older home judging by the metal siding. It does have the quarter inch drywall like a manufactured home. I just can't confirm it because no tags, no data sheet and no ownership information to research before 2016. I did see the title and the original owner of the lot was in 1981 and I found an archived 1981 Detroiter manufactured home under the original owner's name, but no address to confirm and no proof that is the same manufactured home. I am pretty good and researching this kind of property, but this county's data is too limited.

BTW, the lender told the appraiser there is no way the property is a manufactured home because the title says so. I looked at the preliminary title they sent him and nowhere in that does it say it is not a manufactured home. The only thing it says is a 1-4 family residence. He doesn't want to lose the decent fee he is getting, but he feels like they are trying to force him into a 1004 form (which is what was ordered) and then he saw the property.
